中国对外开放：进博会上的“高光”时刻

The electronic sand table that depicts the HainanFree Trade Port's construction landscape, the simulation driving cabin of the Jakarta-Bandung High-Speed Train,a glasses-free 3D video of Pinglu Canal project, which is an important part of China's New International Land-Sea Trade Corridor… these are some of the exhibits on an exhibition themed "Ten Years of the New Era" that epitomizes China's achievements, especially the ones that feature opening-up.
十年来，中国经济对世界经济增长的贡献总体上保持在30%左右，成为世界经济增长的最大引擎。中国也是120多个国家和地区的最大贸易伙伴，“朋友圈”版图正在不断扩大。而在这十年的时间轴之上，2013年无疑是个特殊的年份。
For ten years, China's average contribution to global economic growth keeps at around 30%, making itself the biggest engine for global economic growth. China is the largest trading partner for over 120 countries and regions in the world, and such “friend circle” is still expanding. During these ten years, the year 2013 marks an important chapter.
2013年，习近平提出“一带一路”重大倡议，开启了世界共同繁荣发展的崭新征程。这一年，中国还在上海设立了第一个自贸试验区，推出了自贸试验区第一张外商投资准入负面清单。
In 2013, Chinese President Xi Jinping put forward the significant Belt and Road Initiative, chartering a brand new course of common prosperity and development for the world. This year, China established its first Pilot Free Trade Zone in Shanghai, and released the first Special Management Measures (Negative List) for Foreign Investment Access in Pilot Free Trade Zones.
如今，占全国国土面积不到千分之四的21个自贸试验区贡献的进出口占全国的17.3%，吸收外资占全国的18.5%；外商投资准入负面清单限制措施从最初的190项缩减至如今的27项。2020年实施的新的外商投资法，开启了新的外商投资管理体制。
Now, 21 pilot free-trade zones, which occupy less than 4 thousandths of China's land, account for 17.3% of the country's import and export, and absorb 18.5% of total foreign investment. The number of items on the “Negative List” has reduced from 190 at the beginning to the current 27. The Foreign Investment Law of the People's Republic of China, which was enacted in 2020, has built a new regulation system for foreign investment.
坚持对外开放，是中国的基本国策，也是当代中国的鲜明气质。2022年，RCEP正式生效实施，全球人口最多、经贸规模最大的自贸区正式落地，自贸区提升战略实现了新的突破。
Opening up to the outside world is a fundamental national policy that China is committed to. It has also become a vivid feature of modern China.In 2022, the RCEP officially came into force, marking the creation of a free trade bloc with the biggest population and largest trade scale. Hence, a breakthrough has been achieved regarding free trade zone development.
中国发展离不开世界，世界发展也需要中国。十年来，中国积极参与全球经济治理并持续作出新的贡献。
“China's development cannot be achieved without the world, and the world also needs China for its development.”For ten years, China has been taking initiatives in participating in global economic governance, and keeps making new contributions.
2014年，中国推动21个成员达成《APEC推动实现亚太自贸区北京路线图》。2016年，杭州G20峰会推动达成《G20全球投资指导原则》，为2017年世贸组织发起投资便利化倡议奠定了基础。此外，中国还积极参与世贸组织改革，坚定维护多边贸易体制。
In 2014, China has worked with 21 member countries to adopt the Beijing Roadmap for APEC's Contribution to the Realization of the Free Trade Area of the Asia Pacific (FTAAP). China has also contributed to the adoption of the G20 Guiding Principles for Global Investment Policymaking at the 2016 G20 Hangzhou summit, which laid a solid foundation for the Investment Facilitation initiative launched by WTO members in 2017. What's more, China has been an active member in WTO reforms, and a staunch defender of multilateral trading systems.

"After endless mountains and rivers that leave doubt whether there is a path out, suddenly one encounters the shade of a willow, bright flowers and a lovely village." As this ancient Chinese poem indicates, the path is unfolding before us, and a brighter future beckons beyond. China is ready to work with all countries to practice true multilateralism, build more consensus for openness, jointly overcome the difficulties and challenges confronting global economic growth, and make sure that our commitment to openness will bring about broad prospects for global development.
